I have a basic question. Could you please let me know if I can use this tool to stream on a local network that doesn’t have internet? Does this tool require internet?

The tool doesn’t require internet, but it does require the devices you want to stream from and to, to be on the same (local) network. They have to be visible to one another.
This is usually the default if they are connected with a router that provides DHCP (pretty standard nowadays), but has to be done manually when you only have an ethernet switch/hub in between. The operating system may not dole out compatible IP’s on the same subnet.
